Submitted by Pat Hart for our community.
The last month has seen a slight reduction of burglary offences within the City of Armadale in comparison to the same period for 2009. In total, 89 burglary offences were reported to police for the month of May.
Kelmscott recorded the highest number with 27, closely followed by Armadale with 24. Seville Grove recorded 11, Camillo 10, Brookdale 4, Mount Nasura and Harrisdale 3 each, Bedfordale had 2 and Wungong, Roleystone Champion Lakes, Hilbert and Mount Richon all recorded a single burglary.
With school holidays approaching I would urge you all to be extra vigilant and to keep your houses secure even when you are at home. Please report any suspicious activity to police on the number listed below.
Methylamphetamine Manufacture (Update)
The response to last month’s bulletin was outstanding and resulted in 5 clandestine laboratories being located within the City of Armadale. In the year to date commencing 1 January 2010, approximately 39 laboratories have been located within Western Australia, which is an increase of 15 since the last bulletin was disseminated. The 5 located within the City of Armadale took this years tally to 8, which equates to roughly 20.5% a jump of 8%. Information received from the public resulted in successful search warrants being executed at residences in Cudal Place, Armadale, Devonshire Terrace, Armadale and Kootingal Road, Armadale. A further 2 were located in bush land in Karragullen. On occasion methylamphetamine ‘cooks’ will convey the necessary ingredients and apparatus to remote locations to minimise the likelihood of detection. If you happen to be in a remote area and observe suspicious behaviour, obtain the registration number of any vehicles if it is safe to do so, and supply the information to police. For your own safety do not intervene or engage person’s believed to be involved in this type of activity. For future bulletins I encourage input from the community. If there are particular issues within your suburb that you feel the Armadale Police can assist you with, or you have information that may assist us then please email www.tinyurl.com/eWatchArmadale and the information will be passed on to us. Furthermore if there are particular topics or questions pertaining to policing that you would like some information on then feel free to ask and we will endeavor to clarify some of those issues in each bulletin. If you observe any suspicious persons or activity, please contact the WA Police Call Centre on 131 444 or Crime Stoppers on 1800 333 000 (callers can remain anonymous). Your assistance is vital in reducing crime in your area. I encourage you all to forward this email to community members who may be interested in becoming a City of Armadale eWatcher. Those wishing to be added to the ‘eWatch’ distribution list can register their interest at ww.tinyurl.com/eWatchArmadale or by calling the City of Armadale, Community Development Officer on 9399 0689.
Web Sites I strongly suggest you view the police website www.police.wa.gov.au This will give you an insight into the many facets of policing and can only assist you as an eWatcher. Remember, if you would like any security or safety tips, go to the Neighbourhood Watch website for information which can assist with personal, vehicle or home security. The council has been asked by the Minister of transport to provide proof of the need for a bus service from Armadale to Cockburn or Murdoch train stations on the Mandurah Line, or John of God or the future Fiona Stanley Hospital and return.
It would help council to achieve this service if you printed out the attached survey, answered the questions and sent to one of the listed addresses,
Bus_Survey.pdf
or you can go to the City of Armadale's website http://www.armadale.wa.gov.au/Home/Your_Council/Community_Consultation/2010/Bus_Demand_to_Mandurah_Railway
and submit your survey online. This is the quickest way.

Council Meetings Information |

Armadale has four standing permanent committees directly reporting to it. Each committee is given responsibility over certain aspects of the Cities operations.
Technical Services: Development Services: Community Services: City Strategy:
Each committee comprises 7 Councillors representing each ward and each meet once a month at 7pm in Council committee room.
To ensure that all issues are thoroughly examined, each issue is discussed by one of the 4 committees before being considered by a full Council meeting (which take place twice monthly).
All meetings unless otherwise advised are open to the public.
The public may ask questions at the beginning of each meeting although question time is not to be used as a forum for public statements or to make submissions to Council. If a resident has a detailed question they may submit it a day or so before the meeting so that if possible an answer may be prepared.
View City of Armadale’s website for meeting dates and public question time procedures. www.armadale.wa.gov.au
Either I or Councillor Wielinga can assist with any questions you may have with this process. Apart from attending these meetings to ask questions there is also the opportunity for you to hear Councillor positions on the various agenda items and points of discussion. Committee meetings are where the majority of discussion and debates take place and where officers if requested, can make comment to specific items on the agenda. The average committee meetings last about an hour or so but can go longer depending on the agenda , while full Council meetings on average last about 20 minutes.
The agendas for committee and Council meetings are placed on Council’s web site the Friday prior to the meetings.

Councillor Caroline's clean up in Chevin Rd |

Caroline organised the Chevin Road clean up. A small group attended and in a morning they managed to clean the verge-side from the Canning Mills end of Chevin Road to Peet Road.
It was interesting to note what rubbish was present. Mostly liquor and drink containers. Not so many plastic bags this time. This could be because so many of us are using alternative bags. Many cigarette butts were found which was quite worrying because of the fire hazard in our area.
Thank you Caroline.

This is the new eWatch report for City of Armadale that may be of interest
E WATCHERS
Welcome to a new edition of e watch, to those of you who are new to e watch welcome aboard. Let’s get straight into things, after an initial spike in criminal activity we have seen a reduction in burglaries over the last 3 reporting weeks. The officers at Armadale Police have been exceptionally busy during this period and have been very active in apprehending these offenders. The suburb of Armadale is our hot spot at the moment with Camillo and Seville Grove also attracting interest from these people. Also of concern is the suburb of Bedfordale which has been subject to two burglaries over the last week. Because of it’s isolation it is an easy target for these people. Please ensure you lock up when you leave. For safety and security tips go to http://www.nhw.wa.gov.au
One thing I must re-iterate to you is the importance of locking up your houses, even when home; the people that commit these crimes are brazen and will enter in to your house even if you are home through unlocked doors and windows. I know it is hot and sometime difficult to sleep at night however your safety is of utmost importance.
An absolute positive over the last couple of weeks is the influx of information we have had from the community as a whole in reporting suspicious behaviour.
Many a time we are asked the question – what is suspicious behaviour?
From a policing perspective suspicious behaviour includes activity that is not considered acceptable by the general community or you as a person. Activity such as people knocking on your doors asking for a drink of water during the day or evening is not normal behaviour, make no mistake and have it in the back of your mind – this person may be casing my house, watching my movements.
Do not answer questions about your movements, such as when will you be home next, or how many people live in the house or if some one is at work, these are common methods used to illicit information from you to allow people to come back and break in to your house.
Whilst we should not have to worry about this it is now a part of our society and we must open our eyes to this scourge of activity and be able to respond to it. Whilst we know that we do get visits from marketing people and people from organisation seeking donations and the like, at all times they should be carrying a form of identification and you are well within your rights to ask for identification from these people. Most will be happy to oblige.
WHAT TO DO:
Often when we receive information about these suspicious persons it is after the fact. What we need from you is a very detailed description of the person/s.
Here is a list of what to consider: gender, height, builds, race, clothing, facial hair, tattoos language, direction of travel, hair colour / length / style, what did they ask for, were they carrying any thing.
Write it down on a piece of paper and then the most important thing is to ring your local police station or 131444 and report it immediately. Any time lost could mean someone is being broken in to.
Most of you familiar with the Armadale CBD will know that CCTV is now active in the area through Jull Street and the surrounding streets. This initiative is proving to have great dividends for the community and WA Police. Being able to monitor what is happening we are able to identify potential trouble spots and nip it in the bud before it escalates. The footage that is being provided is proving to be invaluable in the investigation of matters and most recently it was used to apprehend two people for a serious robbery in the mall. The CCTV footage allowed for identification of the offenders, their apprehension and appearance before the court.
This system is working for you. We are approaching the Labour Day Long Weekend and traditionally with long weekends there will travel away from your house, remember to let your neighbours know and ask them to report any suspicious activity immediately to police.
Don’t forget that if you want to report hoon behaviour please utilise the hoon report form which can be located on http://www.police.wa.gov.au
Remember we all have a role in the community, and working together we can make a difference.
Kind Regards Rob HOLTOM Acting Officer in Charge Armadale Police Station
